Kinnaird Plan 1 and 2

PLAN ONE - Safe

Brothers:

March 25 will have Stevenson on the chair.
April 1 will be in Executive Session.
April 15 is a regular Session Meeting.

I would appreciate your help in finally bringing my Theological Statements to a vote. We can not do this while there is a pending change, or a related complaint, against me. We now have Foraker’s pending complaint on the Schmidt charge case. We have a pending charge from the Wilkenings.

I would propose the following procedure to get the complaint and the charge off the agenda and to avoid some new charge or complaint coming on the agenda long enough so that we can have an agenda empty of charges and complaints while considering my Theological Statements. The procedure I would propose is somewhat complicated.

Also, I am prohibited from making motions pertaining to the Wilkening charges. Therefore some planning needs to be done. We will need to assign somebody to make motions that I can not make. Here’s the plan as I would propose it:

March 25

Postpone Kinnaird Theology until April 15.
Complete the docket in open session.

April 1

Docket the Wilkening charges and the Foraker complaint in the 1rst and 2nd spots.
Seat my counsel with privileges of the floor.
Invite the Wilkenings to observe the handling of the Wilkening charges.
Go into a committee of the whole (I’ll explain below).
Discuss the Wilkening charges and specifications as to admissibility.
Come out of the committee of the whole.
Move that the specifications 1, 2, and 3 be found to not support the charge.
Move the previous question (and vote in favor).
Move to postpone the vote until April 15 (and vote in favor).
Finish consideration on the Foraker complaint.
Complete the docket for April 1 and adjourn.

At this point there will be only a pending charge, ready to be voted on without any further debate, on the agenda. There can be no complaint re the Wilkening charges as we will have not yet taken any action.

Sometime – Notify potential observers that there will be a period of executive session first thing on the 15th and that it is expected to end about whatever hour, depending what is on the docket.

April 15

Docket the Wilkening Charges in 1rst spot.
Docket any other confidential items to follow the Wilkening charges.
Docket the Kinnaird Theology next.
Go into executive session.
Vote seriatim on the specifications (hopefully vote that they do not support the charge).

Move that the Wilkening charge not be admitted.

Vote on the admissibility of the charge (hopefully vote that it is not admissible).
Handle any other confidential matters.
Come out of executive session.
Handle the Kinnaird Theology next (before anybody submits a complaint).

Notes:

While in executive Session – There can only be invited visitors.
Action can be taken on motions.

In a committee of the whole – Action can not be taken.
Only a motion to come out of committee can be made.
Discussion can be held without a motion on the floor.
Discussion can be broader than any anticipated motion

I would prefer a procedure to get the present complaint and the charge off the agenda and that prevents some new charge or complaint coming on the agenda so that we can have an agenda empty of charges and complaints long enough to consider my Theological Statements. However, that procedure is somewhat complicated. Therefore here is a simpler procedure but one that runs considerable risk that a new charge or complaint might be filed before we can get to vote on my Theological Statements.

April 15

Docket the Kinnaird Theology as early as possible.
